Federation & Empire: Minor Empires Rulebook

This is the preliminary edition of the rulebook for Minor Empires. It is your opportunity to find problems and let ADB know about them via ADB’s BBS. The first person to report each valid issue there will earn a campaign ribbon.

When the rulebook is complete, we will replace this preliminary edition with the finished product (of course, you will get that PDF).

You will need the Federation & Empire 2010 Rulebook and various countersheets to use this rulebook.
